REACHING OUT PROJECT: DEMONSTRATION OF EU EFFECTIVE LARGE SCALE THREAT AND CRISIS MANAGEMENT OUTSIDE EUROPE (Project is currently suspended and under amendment)

WHAT IS REACHING OUT ABOUT?

The REACHING OUT demonstration project will seek to propose an innovative multi-disciplinary approach. It is aimed to empower an effective EU support to large external crises by optimizing the efforts, addressing a wide spectrum of users, as well as maximizing market innovation success. The project will include workshops and tabletop demonstrations, followed by 5 large scale demonstrations in real conditions in Africa, Middle East and Asia, addressing crisis management, health, disasters, environment and global change issues. The main expected Project impact is to improve disaster and crisis management efficiency and cost benefit and increase the EU visibility whilst enhancing EU industry competitiveness and enlarging the market. This approach has resulted in defining ten main project objectives (below) that can fill operational, society, policy, innovation, competitiveness and market gaps within the project timeframe.

Develop a Collaborative Framework with distributed platforms of functional services

Implement a flexible and open “collaborative innovation” process involving users and SMEs, suppliers, operators and research organisations

Develop and upgrade 78 new connectable and interoperable tools, integrate them in toolboxes and distributed platforms

Develop International Cooperation and improve external disaster and crisis management efficiency and cost-benefit

Support the EU industry and SME competitiveness for the EU export markets

Provide recommendations and evaluations for future legal and policy innovations

Collaborative approach will include mutual experience and benefits with the demo locations by: gathering important feedbacks from their experience for managing future EU disasters and crises, and leaving to the demo countries a legacy to allow them to respond more effectively next time.

HEALTH DISASTER

Demonstration will be a lessons learned-based model for improving health crisis management outside the EU through Ebola crisis in Africa. This type of crisis is highly specific and pinpoints generic weaknesses negatively impacting a rapid and efficient crisis management.

NATURAL DISASTER

The earthquake demonstration will bring into the scenario the complexity of humanitarian response in a complex environment and also raises the need to protect human heritage. The EU response to such an EQ will require massive international assistance.

CLIMATE EXTREMES

Demonstrations in Asia dedicated to three climate extremes (floods, flash floods and storm surges) related crisis in Asia as a lessons learned based model for improving crisis management outside EU and eventually inside the EU in the future.

RECHING OUT COLLABORATIVE PLATFORMS

    Building cooperation and sharing knowledge between all crisis Stakeholders and experts providing emergency aid.
  • ROSE PLATFORM

    Innovative tools catalogue, training and simulation environment, request for support and offers of support - platform for professional Stakeholders and tool Providers.
  • CRISIS MANAGEMENT

    Crisis management portal dedicated for all crisis Stakeholders with detailed information about the status of crisis situation, resources, public information and documentation.
